The Community Reinvestment Act (CRA) was applicable only to banks in specific areas. Mortage Brokers and loan companies that did not accept deposits were exempt from the CRA guidelines. Those banks affected by CRA made up only 5% of mortgages. You are a little off the mark when you say that the government forced banks to make loans to people who could not afford them. The real problem was with greedy, unscrupulous lenders who were exempt from the CRA guidelines.

  2. The banks too advantage of the government backed loans and many got greedy and I think that is deplorable too but the government made a foundation and environment for it. and in 2003 when GWB and some republicans said we were headed for disaster Barney Frank, Franklin Rains and others called them fear mongers and racists (which doesnt mean they should have gave up like they did) so sure the Greedy are a part of this but the government never should have even forced the loans in the first place
